TRIGG COUNTY FIREFIGHTERS ASSOCIATION

CONSTITUTION AND BYLAWS

 

ARTICLE I

Name

 

The name of the association shall be the Trigg County Firefighters Association. Henceforth, in this document it shall be referred to as the Association.

 

A firefighters Department will refer to the fire department in which the firefighter is a member. In this document, it will be referred to as the Department.

 

ARTICLE II

Mission Statement

 

The purpose of the Association shall be to unite Trigg County fire departments and firefighters. Through unity, the Association will work together to provide fire fighting protection for the safety of life and property of all residences and businesses in Trigg County and to provide mutual aid to each member Organization.

 

ARTICLE III

Membership

 

Membership shall be held by all active members of a firefighters Department that belongs to the Association.

 

ARTICLE IV

Termination of individual membership

 

An active member that ceases to be an active member of firefighters Department shall cease to be an active member of the Association.

 

ARTICLE V

Association Board

 

Section 1: The governing board of the Association shall consist of the fire chief or his/her appointed alternate from each member Department of the Association.

Section 2: If the fire chief of a member Department appoints an alternate, the fire chief must give written authorization to the Association board.

 

 

ARTICLE VI

Officers Of The Board

 

Section 1: The elected officers shall be:

    • President

    • Vice-president

    • Secretary

    • Treasurer

Section 2: The Association Board may elect the same person to both the office of Secretary and the office of Treasurer.

 

ARTICLE VII

Election Of The Board Officers

 

Section 1: The offices of President, Vice-President, Secretary and Treasurer shall be for a term of two (2) years.

Section 2: If an office should be vacated or unattended for three (3) meetings, unless excused by the majority of the representatives, said office shall be filled by a vote of the majority of the representatives.

 

ARTICLE VIII

Duties Of Board Officers

 

Section 1: The President shall direct the affairs of the board, preside at all board meetings, and rule on all points of parliamentary procedures.

Section 2: The Vice-president shall act as President in the absence of the President.

Section 3: The Secretary shall keep and maintain proper records and contacts between the Association and Departments with which the Association may become affiliated. Keep the minutes of all Association meetings and notify each firefighters Department of all special called meetings. Keep and maintain all official records of the Association

Section 4: The Treasurer shall report, in detail at each regular meeting, all sums received and expended, all outstanding debits, and other matters as may be deemed proper by the association board.

 

 

ARTICLE IX

Association Board Meetings

 

Section 1: There shall be regular Association meetings held quarterly in accordance with the directive of the board.

Section 2: Special board meetings of the Association may be called by the Board President at any time.

Section 3: The President, upon receiving a request that has been made by at least three (3) members of the Association, shall call a special Association board meeting.

 

ARTICLE X

Vacancies In Board Offices

 

Section 1: The Vice President shall become President for the unexpired term in cases of death, resignation, or incapacity of the President.

Section 2: If vacancies occur in other offices of the board, a special election of the Association shall be held and these offices shall be filled by a representative of the association. A majority vote rules.

 

ARTICLE XI

Voting Of The Association Board

 

Section 1: There must be one-half (1/2) of the Association board members present at a regular or called meeting for the Association board to convene.

Section 2: All votes taken at the Association board meetings shall be sustained by a majority of the Association board members present and voting unless, the Association representatives feel that a major vote shall be taken. A major vote shall be taken by regular voting procedure at the next regular meeting in the association.

Section 3: A major vote shall be defined as any vote the Association representatives feel that the subject up for vote should be taken back to the representatives department for discussion.

 

ARTICLE XII

Dismissal Of Firefighters Department

 

Any firefighters Department found guilty of violating rules and regulations of the Trigg County Firefighters Association is subject to dismissal from the Association.

 

ARTICLE XIII

 

The Trigg County Firefighters Association Constitution and Bylaws will never supersede the Constitution,  Bylaws or SOPs of the individual Trigg County Firefighters Departments.

 

ARTICLE XIV

Member Organizations

 

Members of the Association shall be:

    • East Golden Pond Fire Department

    • Linton Fire Department

    • Montgomery Fire Department

    • Roaring Springs Fire Department

    • Trigg-Lyon Fire Department

    • Cadiz Fire Department

    • Cerulean Fire Department

    • Caledonia Fire Department

    • South Road Fire Department

ARTICLE XV

Amendments

 

Amendments to the Constitution and Bylaws shall be made by a majority vote of the Association board members present at a regular Association board meeting. Each representative of each Department shall be served with a written notice of the proposed amendment, at least two (2) regular meetings prior to voting.

 

 ARTICLE XVI

Adoption Of Constitution And Bylaws

 

Section 1: The Constitution and Bylaws must be presented, in writing to each representative member of the Association.

Section 2: The Constitution and Bylaws must be read at two (2) regular meetings of the Association board before a vote is taken.

Section 3: For this document to be in force, it must be entered in the minutes that it was read at two (2) regular meetings.

Section 4: It must receive a majority vote at a regular Association board meeting, and all representative members must sign the document.

 

 

 

TRIGG COUNTY FIREFIGHTERS ASSOCIATIONS

BYLAWS

  1. The Association shall not interfere in the laws and the affairs of a member Department.

  2. Each volunteer firefighters Department shall make an effort to provide one (1) representative at each meeting of the Association.

  3. The representative at each meeting of the Association shall be the Fire Chief of each Department, unless, the Fire Chief of the Department provides written consent and delegates his/her power to the representative.

  4. Each Department will have one (1) vote to be cast by the representative of each Department.

  5. Each Department shall list trucks and firefighting equipment. Each Department shall provide and up-to-date list of new equipment each month during roll call. This list shall be available to each Department. Each Department then will know what equipment is available and what Department to call for back-up.

  6. The Secretary shall notify each member Department of any special called meetings twenty-four (24) hours prior to the meeting date.

  7. Quarterly meetings of the Association shall be the first Thursday of March, June, September and December. Time of each meeting is 7:00 pm (this is subject to change by the authority of the President of the Association, or by the Vice-President of the Association if he/she is acting in the absence of the President).

  8. Any monies received by or for the Trigg County Firefighters Association shall be deposited in the Associations bank account.

  9. Annual dues shall be $100.00. Dues must be paid by the meeting in March.

  10. Each Department in the Association shall agree to give mutual aid to other Departments if needed.

  11. No Department will respond for back-up, unless, the authorization comes from the Fire Chief or Incident Commander on scene, except in cases where automatic aid agreements have been signed by Association members, these agreements will apply
